Before August 2024Early Warnings Raised

Prior to any formal process, multiple individuals — including school staff — raised concerns about Cecily Bader's interactions with students.

These concerns reportedly included:

  • Boundary-related issues
  • Relationship dynamics with students
  • Early indicators of potentially inappropriate conduct

No clear formal safeguarding action appears to have been taken at this stage.

August 29, 2024Self-Identification During a Safeguarding Context

During a Child Safety Team meeting, held shortly after all-staff safeguarding training, Cecily identified her own behavior as aligning with multiple grooming-related behaviors presented during that training.*

At the beginning of the meeting, team members were discussing the upcoming school year and the importance of strengthening child safety practices. Cecily stated that she was feeling self-conscious.

She then referenced a PowerPoint slide from the staff safeguarding training and told the team that she recognized herself in “a lot” of the behaviors listed on that slide.

During this exchange, she appeared visibly emotional, at times on the verge of tears.

This acknowledgment was made voluntarily and without prompting, in response to the training material, and occurred in a formal safeguarding context.

September 12 & 19, 2024Corroborating Reports

Following that meeting:

  • Students reported concerns*
  • Teachers reported concerns*

These reports were described as:

  • Independent
  • Consistent in nature
  • Aligned with previously raised concerns

September 24, 2024Formal Documentation

The Child Safety Team compiled an 11-page report documenting the patterns that had emerged.

Behavioral Patterns

  • Isolation with students
  • Favoritism and exclusion
  • Development of close or dependent dynamics

Boundary Concerns

  • Extended physical contact, including prolonged hugs
  • Students sitting on or leaning into her lap
  • Physical closeness that exceeded typical student–teacher boundaries
  • Initiating or allowing contact in ways that created exclusivity or dependency
  • Inconsistent supervision of students

High-Risk Behaviors

  • Ongoing daily communication with students outside school-sanctioned messaging platforms, including at inappropriate times
  • Inappropriate personal sharing

This report represented a formal internal safeguarding assessment.

The concerns had now been formally documented. What followed would determine how seriously they were treated.
